As an adult his instability only escalated. This has revealed that parental upbringing is of core importance in a child’s development of social skills. He also lost connection with social bond when he dropped out of college for his excessive drinking. He was sent to the Army by his father, but he was discharged due to his alcoholism. That withered the bond with his fa ther after disappointing him. His father sent Dahmer to live with his grandmother, possibly to have Jeffrey under close supervision to make sure he did not drink excessively. He also had withered the bond he had with his grandmother when she had become tired of the late-night drinking and bringing men to the house. She eventually kicked him out of her house. He always went through the same routine to bribe his victims into coming back to his place with him. Ten years later, in 1984, the WHO established a standardized vaccination schedule for the original EPI vaccines: Bacillus Calmette-Guerin (BCG), diphtheria-tetanus-pertussis (DPT), oral polio, and measles. Increased knowledge of the immunologic factors of disease led to new vaccines being developed and added to the EPI’s list of recommended vaccines: Hepatitis B (HepB), yellow fever in countries endemic for the disease, and Haemophilus influenzae meningitis (Hib) conjugate vaccine in countries with high burden of disease. In 1999, the Global Alliance for Vaccines and Immunization (GAVI) was created with the sole purpose of improving child health in the poorest countries by extending the reach of the EPI. The GAVI brought together a grand coalition, including the UN agencies and institutions (WHO, UNICEF, the World Bank), public health institutes, donor and implementing countries, the Bill and Melinda Gates Foundation and The Rockefeller Foundation, the vaccine industry, non-governmental organizations (NGOs) and many more. The creation of the GAVI has helped to renew interest and maintain the importance of immunizations in battling the world’s large burden of infectious diseases. The current goals of the EPI are: to ensure full immunization of children under one year of age in every district, to globally eradicate poliomyelitis, to reduce maternal and neonatal tetanus to an incidence rate of less than one case per 1,000 births by 2005, to cut in half the number of measles-related deaths that occurred in 1999, and to extend all new vaccine and preventive health interventions to children in all districts in the world. In addition, the GAVI has set up specific milestones to achieve the EPI goals: that by 2010 all countries have routine immunization coverage of 90% of their child population, that HepB be introduced in 80% of all countries by 2007 and that 50% of the poorest countries have Hib vaccine by 2005. In each of the United Nations’ member states, the individual national governments create and implement their own policies for vaccination programs following the guidelines set by the EPI. Setting up an immunization program is multifaceted and contains many complex components including a reliable cold chain system, transport for the delivery of the vaccines, maintenance of vaccine stocks, training and monitoring of health workers, outreach educational programs to inform the public, and a means of documenting and recording which child receives which vaccines. At the local level, implementation of the health care delivery system has been given greater responsibility to the local government Unit (LGU) by virtue of the Local Government Code of 1991, the Magna Carta for health workers for Republic Act 7305 in 1992, and the barangay health workers benefits in Incentives Act of 1995. The latter act provides for training volunteer workers as well as minimal incentives to convince them to help run barangay health station or centers. This volunteer will assist in clerical tasks and minor health procedures, such as weighing and measuring patients and malnutrition mitigating activities. However, this workers do it in this context that the study was conceptualize the results of the study may provide an assessment of the status of the health care delivery system and immunization status of children whose ages are 0 to 12 months old in Barangay San Juan- San Ramon of Municipality of Camaligan, Camarines Sur. The research finding can be a basis and inputs to the Local Government Units of Camaligan and Barangay San Juan- San Ramon in planning and implementation of barangay health care delivery system. Furthermore, allocation of Local Government Units (LGUs) budget or expenditure priority can also be guided towards a more responsive allocation level of health services. Results of the study may also contribute towards awareness building and educating the barangay residence about preventive health care. In terms of capacity building, the Local Government Unit (LGU) and the National Government will be given one basis for their technical support and training program for the health care workers to better improved the capacity to perform their jobs. After all, an empowered and well trained social health care work force will improved the delivery of community health care and reduce the number of children from preventable illnesses such as measles, malaria, diarrhea, malnutrition, and acute respiratory infection. Seamus shows this when he enters his brothers room for the first time after arriving home. The scene is described almost heavenly with snowdrops and candles soothing his brothers bedside. A snow drop is a type of flower which blooms in spring and represents the passing of sorrow which explains why this specific flower is used on this occasion. Seamus describes his brother as almost asleep or ill as his face has become paler and this shows us that Seamus wants to believe that his brother is only asleep and will awake at any moment however this is not going to happen. This is him struggling to accept the truth. He also cannot accept the fact that his brother will never live to celebrate another birthday when he write the very last line A four foot box, a foot for every year. This is a very dramatic as he bluntly buts the facts together it also shows us a twist of fate that the box being the same length as the brothers age. In the identification Stephens father is struggling to accept the truth and this is shown when he asks so many questions and by doing this he is hoping to achieve pulling out every splinter of hope. This shows him hoping to find some evidence that this body is not his son and not wanting to believe the facts he has already been portrayed. The last of the similarities in subject matter is confusion. Seamus portrays confusion when he is brought home from school by his neighbors at an unusual time in the school term, he also not aware of the reason why he has been brought home until the last two stanzas of the poem. In the identification Stephens father gets confused in the first stanza about the color of the boys hair which is black but his sons, Stephens, was fair. He also becomes confused when cigarettes are put before him which were found within this boys pockets. This turns the fathers opinion against this boy being Stephen as he believes that he son would never disobey him. But however he continues to examine the exhibits which force him to believe that this body was the body of his son. The use of language between the two poems are also similar as the both have a non-rhyming structure and would both appeal to the same target audience which in this case would be ranging from mid-teens to adults and they would be able to cope with the high number of grief portrayed in these poems. Children under the age of 12-13 would not have the correct maturity level to read a poem like these and may become upset or overly concerned about the people within the poems. There are no similarities in the poetic techniques used in both poems. The poems also differ in the three topics, subject matter, use of language and poetic technique. In mid-term break Seamus Heaneys little brother we believe was killed in a Road Traffic Accident. We believe this because of what Big Jim Evans says in the second stanza it was a hard blow and the bumper knocked him clear. We know that Seamuss brother must have been killed by a motor vehicle as it suggests in the previous quote the bumper knocked him clear as a bumper is a legal necessity to any car, bus and taxi. In the identification we are led to believe that Stephen was killed in some type of explosion as we find out in the first stanza when he is asking the pathologist about the colour of the boys who is lying before him, hair colour as it does not match to his own sons but he is corrected as the explosion wouldve singed his hair black, the explosion. The way the mourners suffer in both poems also differs in both poems. In mid term break Seamus Heaney suffers alongside his family and neighbors until the last stanza when he finally discovers why he has returned home. This scene is dramatic as it is emotional upsetting as is described well so that the reader can picture themselves in his situation. In the identification Roger describes the father suffering alone as he has no other family member to consolidate with or mourn with. He his not completely on his own though as he has the pathologist with him but he however does not show any reassurance and only answers asked questions. The use of language within both poems also range as they both wrote there poems in a different narrative perspective. Mid-term break is written is first person narrative perspective (me, myself and I). This is used throughout the poem in order to create sympathy for Seamus. This narrative perspective is used to its full extent in the second line of the fifth stanza I saw him this short sentence really hits the reader as this is the first time Seamus actually sees his brother during the poem. The attack came from the Japanese, yet it caused unfounded fear in this country toward Japanese Americans. The book Farewell to Manzanar by Jeanne Wakatsuki Houston and James D. Houston depicts the reactions of the government and the American public toward Japanese Americans after the attack on Pearl Harbor. So why were they the ones punished for it? We still see examples of inaccurate assumptions, hypocrisy, and discrimination during this time in our nation’s history that can be related to our own community since we continue to categorize, generalize and overreact. The fear, hatred and racism directed toward Japanese Americans came out in different ways. A primary example was that Americans assumed the Nisei (people of Japanese descent who were born, raised and were living in the U. S. ), Issei (Japanese who were born in Japan, but were living in the U. S. ), and the enemy Japanese were all the same with respect to their loyalty for the U.  S. Many saw no differences between these three groups. This is shown in the book when Mr. Wakatsuki (the father of author and main character Jeanne Wakatsuki) was interviewed by the Justice Department. The interview focused on a picture of Mr. Wakatsuki’s commercial fishing boat, which had two fifty-gallon drums attached. The Justice Department assumed he was using the drums to deliver oil to Japanese submarines off the coast of California. Mr. Wakatsuki was a commercial fisherman, and the drums were actually used to carry chum, which is fishing bait made of ground-up fish heads. Even though Mr. Wakatsuki had received his American citizenship, the Justice Department wrongfully assumed that he was using his boat illegally simply because he was of Japanese descent. They questioned his loyalty to America. This was very hypocritical of the government because in America, as citizens, we supposedly all have equal rights and freedoms. When the government questioned Mr. Wakatsuki in this assumptious manner, they took away his rights and freedoms. In many communities today, an example of making assumptions would be the way people view carnival workers as potential troublemakers. Another challenge Japanese Americans had to deal with was discrimination. They experienced this when only Japanese Americans were targeted and forced to move into internment camps. Jeanne and her family lived in one called Manzanar, near Independence, California. They stayed there for almost three years. Whenever a Japanese family boarded a bus headed for one of the camps, they were given a family number. This number was used by the camp officials to refer to the families. They weren’t even called by their names. This is an example of discrimination. When the buses arrived at the camps, they were forced to live in barracks. These barracks were virtually paper-thin shacks put together with the least amount of effort possible, in order to finish them in time for the arrival of the Japanese Americans. Most barracks had very little living space. In the case of Jeanne’s family, there were sixteen people in a space about the size of a living room. They ate in mess halls and used latrines with no partitions. The American government treated the Japanese Americans as though they were prisoners of war in their own country. The lack of minority residents in Livingston County would make it appear that minorities are discriminated against. The high cost of living means few minority residents can afford to live here. This could be described as passive discrimination. When Jeanne and her family finally do make it out of Manzanar, she was in the sixth grade and in a classroom of predominately white students. In the beginning, the teacher had simple expectations of her. Later, the teacher asked Jeanne if she wanted to read aloud for their reading lesson. She agreed. After she was done, a little girl, quite innocently, said, â€Å"Gee, I didn’t know you could speak English. † This was what the war, and being in internment camps did to the Japanese Americans. In spite of being American citizens, it made them look like foreigners in their own country. In the community of Fowlerville, there are people discriminated against. An example would be the community’s attitude toward people who live in mobile home parks. These individuals are often called â€Å"trailer trash†. They are looked down upon because people think they’re from a low-income level and often thought to be involved in illegal activities. Some people may argue that The Japanese Americans deserved to be treated the way they did. This, however, is not true at all. They were Americans just like the rest of us, and if the constitution was really what we governed ourselves by, other Americans should have been ripped from their homes as well. Scope Definition Items Beyond Scope Project Information Technology Essay This Project Plan document applies to a university project on Policy Based Encrypted Content which is developed by a group of students [Stephen Obikobe Obi, Adebowale Oni, Habibat N. Yakubu, Rajarshi C. Roy, and Abdullahi Yakubu] as their final year project. It allows users to use their mobile phones to capture images and send the captured images to a blog where they can restrict the people who view these pictures based on policies they set on the pictures and the location where the picture is taken will also be attached on their page on the blog. The TourPicx blog and mobile application allows registered members to; Capture image Images can be captured and uploaded to the TourPicx-Blog with selected policy by registered members only who have the software on their mobile device either in online or offline mode. Capture Options After images are captured, they can be discarded if the user does not want to upload them to his/her page on the blog, captured images can also be saved on the users mobile phone alone without uploading them to the TourPicx-Blog, captured images can be saved on the users mobile phone alone or uploaded to the TourPicx-Blog alone without saving the captured image on the users mobile phone. Set policies on photo albums Pictures are sorted according to albums/policy for example an album named Family and friends may contain 30 pictures and only friends that belong to the family and friend policy can watch pictures in this album. Each member can have a maximum of ten policies and minimum of two policies by default i.e. private and public. Comment on pictures Friends belonging to a particular policy can comment on pictures under that policy, also comments made on a picture can be made private (i.e. only the person who made the comment and the owner of the picture can view the comment) or public (everyone can view the comment). Comments made private can only be deleted by the owner of the picture but cannot be set as public by the owner of the picture only the person who made the comment can make the comment public or delete his/her comment. There is no requirement for advertisement of the project for commercial purpose, since we are not selling our software. There will be no need for any desktop hardware upgrade or replacement for users to make use of our software as long as there device meets all requirements stated. Protection of data other than those associated with TourPicx-Mobile on the users phone. Project Assumptions Project team members are available at all time and the project manager will take on the role as coordinator at all times to ensure the project is on schedule. Project team members will hold on strictly to the communications plan and guidelines identified within this plan, failure to do so will result in a penalty. Although the project requirements are defined, there might be changes in the Project Plan as new information and issues are discovered. In addition to their main role, every project team member will work on more than one task throughout the development process. Project design, requirements and specification will be discussed with the whole team at all times due to the small size of the team,. All project team members are required to prepare individual testing on their part, as well as draft documentation of their work. The system analyst will do the overall final performance testing at the end of the testing stage. All project deliverables will be ready before 1st of January 2011.  Ã…   Project Constraints There can only be a maximum of five (5) team members and a minimum of two (2) for this particular project. Implementation of the project must be completed within four (4) months. Computer resources/ software resources are limited i.e some project development team members cannot install some software on their system due to installation requirements. The development/ working environment is new and no project team members are totally familiar with it. Integration of individual components is hard because project team members often work seperately and the development environment is new to team members. Statistics used in preparing the estimates for completion/ delivery dates and budget are not fully reliable Meetings with the supervisor are scheduled on specific dates, other meetings will have to be through email or phone contact. Critical Project Barriers This involves undefeatable matters that can be destructive to progressof the project, should any of the events listed below occur, the Project Plan will become invalid. Removal of project funding for the project by project team members or close down of the college. Loss of project data and recovery data including implementation plan or project plan. Plagiarism case is not expected in the project. Complete lack of understanding regarding which team member needs what information and when they need it. Inaccurate pieces of information sent to wrong receivers e.g. sending a team member a version of the work schedule in Microsoft Project when the recipient is not familiar with the the planning tool. Cost Management Process There was no real budget plan for this project but an estimate of about $550 maximum was set aside, the whole project budget was handled by the lead programmer for the duration of the project.
